
Panama’s Vice Minister in Delhi ahead of UNSC presidency, holds key talks
As Panama prepares to assume the presidency of the United Nations Security Council in August, its Vice Minister of Foreign Affairs, Carlos Arturo Hoyos, held delegation-level talks with senior Indian officials in New Delhi on Thursday.
Vice Minister Hoyos met Ministry of External Affairs (MEA) Secretary (West) Tanmaya Lal to discuss a range of United Nations-related issues. India extended its congratulations and best wishes to Panama for a productive UNSC presidency.
“Useful consultations on UN matters. India wishes Panama a productive Presidency of the UN Security Council in August 2025,” the MEA posted on X.
Hoyos’ visit to India also includes high-level engagements to deepen bilateral cooperation. He is set to meet Nandan Jha, Secretary General of the Gandhi Mandela Foundation, to discuss civil liberties and human rights. Meetings with Sunil Barthwal, Secretary of the Department of Trade and Industry, will focus on boosting trade and investment in Panama’s logistics and maritime sectors.
He will also meet Neerja Bhatia of the Confederation of Indian Industry and entrepreneurs from diverse sectors, and hold talks with Ashish Khanna of the International Solar Alliance regarding Panama’s bid to host the alliance’s Latin American regional office.
On Wednesday, Hoyos met Union Minister of State for External Affairs Pabitra Margherita to review bilateral ties. The two reaffirmed cooperation in technology, education, renewable energy, and infrastructure.
Panama reiterated support for India’s bid for a permanent seat on the UN Security Council and its global anti-terrorism efforts. Hoyos also invited India to join the Protocol on the Permanent Neutrality of the Panama Canal.
His visit aims to enhance investment, attract infrastructure projects, and explore the creation of a pharmaceutical hub in Panama.
