Canadian PM Carney’s India visit may signal new phase in bilateral ties

Canadian Prime Minister Mark Carney’s anticipated visit to India in the coming weeks could mark a significant shift in India-Canada relations, moving the partnership from stabilization toward structured expansion, according to a recent analysis.

Former diplomat Sanjay Kumar Verma, writing in India Narrative, said the next phase of ties is likely to focus heavily on trade architecture, investment flows, and long-term energy integration. While the two countries are not bound by geography or formal alliances, they share economic complementarities and common interests in global governance.

A key development could be progress toward finalizing the Terms of Reference for a Comprehensive Economic Partnership Agreement (CEPA). Such a framework would institutionalize trade and investment cooperation, potentially expanding Indian exports in pharmaceuticals, digital services, engineering goods, and refined petroleum products. In return, India may widen market access for Canadian energy resources, potash, pulses, timber, and agricultural technology.

Canadian institutional investors already rank among the largest foreign investors in India’s infrastructure and renewable energy sectors. With tariff and regulatory barriers gradually reduced, bilateral trade volumes could potentially double over the next decade.

Energy cooperation is also expected to deepen, including hydrocarbon supplies and long-term uranium procurement to support India’s civil nuclear expansion. Collaboration may expand across critical minerals, advanced materials, aerospace, digital technologies, and clean energy, including hydrogen and carbon management.

Security coordination could form another pillar of engagement, particularly in countering cross-border terrorism and disrupting illicit financial networks. At the multilateral level, both nations are likely to reiterate support for global governance reforms.

If realized, Carney’s visit may lay the groundwork for a more resilient and economically driven India-Canada partnership.
