Pakistan to issue notice to India over IWT suspension

The government of Pakistan has decided to issue a formal diplomatic notice to India following New Delhi’s unilateral suspension of the Indus Waters Treaty (IWT) in response to the April 22 Pahalgam terror attack, in which 26 civilians, including women and children, were killed. Two of the attackers have been identified as Pakistani nationals.

Pakistan’s Ministry of Foreign Affairs, Ministry of Law, and officials from its water resources department have been engaged in high-level discussions since India announced the suspension. Sources say that the groundwork for the notice has been completed, and it will be delivered to India through diplomatic channels in the coming days.

“The notice will demand formal clarification from India regarding the suspension of the 1960 Indus Waters Treaty, a critical agreement governing water sharing between the two nations,” said a representative from the Indus Commission.

In addition to the diplomatic notice, Pakistan is preparing to lodge complaints with international bodies including the World Bank—guarantor of the IWT—along with the United Nations and other global organizations. These efforts are part of Islamabad’s broader strategy to challenge what it calls India’s “water aggression.”

Pakistani officials argue that India’s move undermines international law and bilateral agreements, insisting that the treaty cannot be altered or suspended unilaterally.

“We believe India will be forced to reconsider its decision. Pakistan will proceed with all necessary legal and diplomatic actions once approved by the federal cabinet,” a government source said.

India has held Pakistan accountable for the Pahalgam massacre, pointing to The Resistance Front (TRF), a proxy of Pakistan-based terror group Lashkar-e-Taiba, which claimed responsibility. India has emphasized that justice must be delivered for the victims of the attack, stating unequivocally that “blood and water cannot flow together.”
