PM Modi inaugurates Kartavya Bhavan to boost governance efficiency

Prime Minister Narendra Modi inaugurated Kartavya Bhavan-3 on Wednesday at Kartavya Path in New Delhi, marking a major step in India’s administrative modernization under the Central Vista redevelopment plan.

Kartavya Bhavan-3, the first completed building of the Common Central Secretariat project, will house key ministries like Home Affairs, External Affairs, Petroleum, MSME, and Rural Development. Spread across 1.5 lakh sq. metres, the state-of-the-art complex features secure IT-enabled offices, solar panels, rainwater harvesting, waste recycling, and aims for a GRIHA-4 green rating.

Calling the inauguration a “historic milestone,” PM Modi said the building symbolizes India’s transition to citizen-centric, 21st-century governance. “Kartavya is both the beginning and the destiny,” he said, quoting the Bhagavad Gita to emphasize duty above all.

Modi criticized outdated infrastructure and fragmented offices operating from colonial-era buildings. He noted that over ₹1,500 crore is spent annually on rents for 50 scattered government offices in Delhi, and asserted that Kartavya Bhavan will boost efficiency and reduce costs.

The Prime Minister also announced that the North and South Block buildings will be converted into a national museum, Yuge Yugeen Bharat Sangrahalaya, preserving India’s civilizational legacy.

Highlighting progress, Modi cited over 30,000 Panchayat Bhavans, 300 medical colleges, 90 new airports, and 1,300 railway stations under development. He praised reforms like the JAM Trinity and the removal of 1,500 obsolete laws, which have saved ₹4.3 lakh crore by eliminating fake beneficiaries.

He urged public servants to serve with empathy and mindfulness, saying, “A file may be someone’s deepest hope.”

Kartavya Bhavan reflects the government’s commitment to efficient, inclusive, and sustainable governance as India moves toward becoming a developed nation.
