J&K budget session symbolizes people’s power, says L-G Sinha

Jammu and Kashmir Lieutenant Governor Manoj Sinha called the 2025 budget session a historic moment, as it is the first in seven years to be presented by an elected government in the Union Territory. Addressing the J&K Legislative Assembly, he emphasized that this budget symbolizes people’s power, having been prepared by their elected representatives.

“This budget is not just a financial document; it reflects the aspirations of the people, carrying their hopes for a better future,” said the L-G during his address in the central hall of the J&K Assembly.

Commitment to Restoring Statehood and Migrant Return

L-G Sinha reaffirmed the government’s commitment to restoring J&K’s statehood, stating that it will continue engaging stakeholders for this goal. He also emphasized the dignified return of migrant Kashmiri Pandits, highlighting the construction of transit camps to facilitate their resettlement in a safe and secure environment.

“We take pride in our composite culture and traditions of harmony and brotherhood. Our government is committed to maintaining peace and inclusivity, ensuring protection against divisive influences,” he said.

Economic Growth and Development Initiatives

The L-G highlighted notable economic growth in recent years, with rising GSDP, infrastructure development, and socioeconomic progress. However, he acknowledged challenges like regional disparities and unemployment, stressing the need for sustainable development.

Key government priorities include:

  • Youth, women, and farmers as central to economic progress
  • Strengthening infrastructure, including major connectivity projects like the Sonamarg Tunnel (Z-Morh) and segments of the Jammu-Srinagar National Highway
  • Enhancing rural connectivity under Pradhan Mantri Gram Sadak Yojana (PMGSY)
  • Fast-tracking major energy projects, including Pakal Dul, Kiru, Kwar, and Ratle hydropower plants

Tourism Boom and Industrial Growth

The L-G noted record-breaking tourism in 2024 and government efforts to diversify tourism offerings while promoting sustainable tourism. He assured smooth arrangements for the Amarnath Yatra with enhanced logistics and eco-friendly initiatives.

J&K’s industrial sector is expanding, with Rs 28,400 crore allocated under the new Central Sector Scheme. Over 971 industrial units have already been registered, and new infrastructure is being developed for business growth.

Empowering Artisans and Strengthening Agriculture

  • Handicraft sector growth with 10 GI tags granted and 19 more in the pipeline
  • Raw Material Banks for Pashmina and Wool to support artisans
  • Agricultural transformation through government-backed initiatives

Advancements in Healthcare and Education

  • AIIMS Jammu and Kashmir, cancer hospitals, and critical care facilities improving medical access
  • 15.35 lakh free treatments under Ayushman Bharat PM-JAY SEHAT, saving residents Rs 2,765 crore
  • National Education Policy (NEP) 2020 implementation to boost research, innovation, and entrepreneurship

Youth Empowerment and Digital Transformation

The L-G underscored youth empowerment initiatives, including:

  • Mission Youth, Mumkin, Tejaswini, and PARVAZ to enhance employment and entrepreneurship
  • Upgraded sports infrastructure to nurture young athletes
  • Digital governance and transparent public service delivery

“Jammu and Kashmir is witnessing a new era of progress with a leadership that understands and supports youth aspirations. We are committed to building a hub of opportunity, growth, and innovation,” he added.

Commitment to Free Press and Democracy

Concluding his address, L-G Sinha reaffirmed the government’s dedication to press freedom, recognizing its vital role in a vibrant democracy.

This budget session marks a turning point for J&K, reflecting people’s power and aspirations, shaping a prosperous and inclusive future for the Union Territory.
