Indian delegation at UN pushes to declare TRF a terrorist group

An Indian delegation met top UN counter-terrorism officials on Wednesday to push for The Resistance Front (TRF) to be designated an international terrorist organization, following last month’s deadly Pahalgam attack that killed 26 people.

The delegation, including Indian intelligence officials, presented evidence to Under-Secretary-General Vladimir Voronkov of the UN Office of Counter-Terrorism (UNOCT) and Assistant Secretary-General Natalia Gherman of the Counter-Terrorism Committee Executive Directorate (CTED). The meeting focused on enhancing cooperation under key UN Security Council counter-terrorism resolutions and the Global Counter-Terrorism Strategy.

Voronkov and Gherman offered condolences for the victims of the Pahalgam attack, which India attributes to TRF, a proxy of the Pakistan-based Lashkar-e-Toiba (LeT)—already a UN-designated terrorist group.

The Indian team also met with the Security Council’s 1267 Committee monitoring team, presenting proof of TRF’s involvement in the Pahalgam massacre and urging formal sanctions.

India is also lobbying UN member state diplomats to build consensus around blacklisting TRF. If sanctioned, the group would face asset freezes and a travel ban.

The discussions highlighted India-UNOCT collaboration on cybersecurity, countering terrorist travel, terror financing, and support for victims. The agenda aligns with the 2022 Delhi Declaration, which emphasized addressing emerging threats from drones and new financial technologies used in terrorism.

LeT, which operates under multiple aliases including Jamaat-ud-Dawa and Pasba-e-Kashmir, was sanctioned in 2005. Several affiliated individuals and groups, including its leader Hafiz Saeed, have also been blacklisted.
