Russia to address key political and technical issues in Ukraine talks

The Kremlin has confirmed that Russia plans to address both political and technical issues during upcoming peace talks with Ukraine in Istanbul on Thursday, according to senior Kremlin aide Yury Ushakov.

Speaking to Russian media, Ushakov said the delegation’s composition would reflect the complexity of the discussions, describing them as including “a billion technical issues.”

He added that Moscow seeks to resume direct talks suspended in 2022, which Russia blames on Western interference. Ushakov declined to confirm if he will be part of the delegation.

Russian President Vladimir Putin previously proposed restarting negotiations with Ukraine without preconditions. He reiterated this offer on May 11 while speaking to reporters in the Kremlin.

Meanwhile, U.S. President Donald Trump stated that Secretary of State Marco Rubio and special envoys Steve Witkoff and Keith Kellogg will attend the talks on behalf of the United States.

“These talks in Turkey could produce some pretty good results,” Trump said during a forum in Saudi Arabia.

Despite ongoing contact, Russian Deputy Foreign Minister Sergey Ryabkov clarified that the U.S. and Russia are not coordinating efforts for the Istanbul meeting.

Putin has emphasized Russia’s willingness to engage, recalling that several ceasefire offers—including a recent three-day truce for Victory Day—were allegedly violated by Kyiv.

Ukrainian President Volodymyr Zelensky expressed conditional support for the dialogue, stating he would engage if a 30-day ceasefire is upheld. His response followed Trump’s appeal urging Ukraine to accept Putin’s proposal.
