Amit Shah launches FCRA 2.0 Portal and e-OCI Card, advancing India’s digital governance

New initiatives aim to simplify compliance, reduce paperwork, and enhance security for institutions and overseas Indians

In a significant step toward strengthening India’s digital governance infrastructure, Union Home Minister Amit Shah has launched the FCRA 2.0 Portal and the country’s new e-OCI Card, introducing faster, paperless, and more secure digital services for organizations and Overseas Citizen of India (OCI) cardholders.

The two initiatives are aimed at modernizing government services, improving administrative efficiency, and leveraging technology to enhance transparency and national security.

The launch reflects the Government of India’s continued focus on digital transformation and citizen-centric governance under the vision of “Minimum Government, Maximum Governance.”

FCRA 2.0 Portal to improve transparency and compliance

The newly launched Foreign Contribution Regulation Act (FCRA) 2.0 Portal is expected to simplify regulatory compliance for thousands of NGOs, trusts, institutions, and organizations receiving foreign contributions in India.

The upgraded digital platform enables organizations to complete key FCRA-related services entirely online, including registration, renewals, and annual filings.

Officials say the portal has been designed to reduce processing time, improve efficiency, and provide real-time verification and monitoring of foreign funding.

The government believes the new system will significantly improve transparency in foreign contribution management while helping authorities detect irregularities and ensure better regulatory oversight.

The Ministry of Home Affairs emphasized that stronger digital monitoring of foreign contributions is essential for maintaining accountability and safeguarding national interests.

E-OCI Card to benefit global Indian diaspora

In another major reform, the government launched the new e-OCI Card, a digital initiative expected to benefit more than 5 million OCI cardholders worldwide.

The new system will allow applicants to complete the entire OCI process digitally—from application and verification to approval and downloading the card online.

The initiative is expected to be especially beneficial for the global Indian diaspora by reducing paperwork, delays, and repeated documentation requirements.

One of the most significant changes under the new system is the simplification of passport updates. OCI cardholders will no longer need to apply for a fresh OCI booklet each time they receive a new passport after turning 20 years of age. Instead, they can simply update their passport details online through the portal.

This move is expected to bring major convenience to millions of overseas Indians who previously had to navigate cumbersome documentation procedures.

Speaking at the launch, Home Minister Amit Shah emphasized the importance of integrating technology with governance to deliver better services to citizens and institutions.

The government says these reforms will help:
